On October 14, 2025, Huai'an Glorysky Technology Co., Ltd. attended a meeting on the systematic arrangement of Huai'an's 15th Five-Year Plan (2026-2030) for scientific and technological innovation. Xu Xiaobin, the company’s representative, delivered a speech on the company’s strategic directions over the next five years, covering R&D investment, innovation platform development, industry-university-research cooperation and talent introduction, demonstrating the firm’s firm resolve to drive industrial upgrading and pursue high-quality development through technological innovation. County-level leaders including Zhu Yongxing, Deputy Secretary of the County Party Committee and County Magistrate, Zhang Chao, Director of the Standing Committee of the County People's Congress, and Jiang Jie, Chairman of the County Committee of the Chinese People's Political Consultative Conference, were present at the meeting.

In accordance with the plan, the company will further prioritize innovation-driven development during the 15th Five-Year Plan period. In terms of R&D investment, relying on the construction of Huai’an Phase II fully intelligent Lighthouse Factory, it will continuously scale up investment in cutting-edge application sectors including automotive electronics, computing power, liquid crystal display and artificial intelligence (AI). By 2030, the proportion of annual R&D expenditure in operating revenue is expected to rise above 5.5%. The company will focus on optimizing core processes such as high-density interconnection and high-frequency high-speed technology, integrate intelligent warehousing systems, and comprehensively improve product performance, manufacturing efficiency and service response capacity.

For innovation platform development, building on existing municipal-level platforms such as the Huai’an Enterprise Technology Center, the company will actively benchmark provincial standards and plan to establish high-level innovation carriers including Jiangsu Provincial Enterprise Technology Center, Jiangsu Provincial Engineering Technology Research Center and Jiangsu Provincial Pilot Platform for Intelligent Manufacturing. Together with upstream and downstream partners in the industrial chain, it will jointly apply for the Jiangsu Provincial Technological Innovation Center for Advanced Electronic Materials and Devices to build an open and collaborative innovation ecosystem.

In terms of industry-university-research cooperation, the company will further deepen partnerships with Jiangsu University, Huaiyin Institute of Technology, Shanghai Jiao Tong University and other universities. Focusing on high-frequency and high-speed PCB design, AI intelligent circuit board technology, eco-friendly electronic materials and other fields, the company will accelerate the efficient transformation of scientific and technological achievements by co-building joint laboratories and jointly undertaking major science and technology projects.

Talent is the primary resource. During the 15th Five-Year Plan period, the company plans to recruit or cultivate 5 to 10 senior expert-level R&D talents and 20 to 30 mid-level and above R&D engineers of various specialties. The enterprise will establish a competitive salary and incentive system, implement supporting talent introduction policies such as the "Huai Shang Talents Program", and offer all-round guarantees including housing and children’s education, so as to foster a development environment where talents can be attracted, retained and fully utilized.

In addition, the plan puts forward constructive suggestions on the city’s scientific and technological innovation work during the 15th Five-Year Plan period, including strengthening local industrial coordination and cluster development, increasing support for innovation platforms, deepening industry-university-research cooperation mechanisms, and optimizing talent policies and services. It fully demonstrates the company’s aspiration to grow alongside the city and jointly build an innovation highland.
